Border Area Development Programme in Bihar

Stretch of the international border with Nepal has been 729 kilometres adjoining 36 blocks of seven bordering districts of Bihar. Execution of schemes in the state got momentum from 2006-07 after the programme was expanded to cover international bordering area with Nepal also in the third expansion of the programme. More than four out of every ten schemes executed are incomplete for the same period because of one reason or the other. Except for the district of West Champaran, schemes have been implemented within the stipulated distance of 10 kilometres from the border. In West Champaran more than half of the schemes have been executed beyond 10 kilometres of distance from the international border. The community in the bordering area were found unaware regarding the border area development programme. Even the DPOs were found not much aware of the Baseline Survey under the programme. Regarding process of selection/choice of executed BADP scheme, involvement of the beneficiary community has not been reported.
