Evaluation of Flagship Programme of Agricultural Developmentin Bihar

About the project

This project was aimed to examine implementation of flagship programme of agriculture development of the Government of Bihar for the year 2011-12 and 2012-13. Overall trend appeared that small farmers were very enthusiastic for increasing productivity of their farm land. Significantly, area under cultivation of paddy, wheat and pulses has increased during the implementation of flagship programme. In some cases green fertilizers have reduced farmers' dependency on chemical fertilizers. Use of vermi compost has resulted in significant improvement in overall productivity. Limited beneficiaries had access to schemes of horticulture department except mango tree under Bagicha Bachao Abhiyan and Saghan Bagwani Yojna. Distribution dynamics of machines shows that authorities are much more interested in distributing subsidies for tractor and pump sets. The Conoweeder is exceptional (because it is linked with SRI VIDHI YOJNA). Leakages were reported in implementation of flagship programme. No transparent criteria were used by officers in distribution of benefits. Focus was on small farm based machines which was not found useful. No grievance redressal mechanism was found in place to address the gaps. If these gaps were removed the flagship programme will have significant impacts.
